It just seems like an oversight to me. To correct this oversight, I think a three-pronged approach would be best - 1. Contact your senator - ask him/her to create a new national holiday conducive to candy consumption (August has nothing. Start there.) 2. Contact Hallmark - they LOVE creating new holidays out of nothing, so they can sell more cards (Mother's day, Father's day, Grandparent's day, Administrative Assistant's day, Sweetest day, etc., etc., etc.) 3. Contact your major candy companies - put their powerful lobbyists in touch with your senators (I bet they could bribe them with candy - totally under the new Obama anti-lobbyist radar).
